Ring Cut Off Act 1

Does anyone know how to turn Ring Cut Off Activation off? It's on my status station form for the person that somehow activated and now they only getting abbreviated rings.

I take it off the station form. Saves a lot of unneeded repairs.

Yeah I did that too, it was nice to say to that person that it was their fault too cause they were acting like a jerk
