Is it possible to set rights on folders in a Document Library, and how??

Yes dear, it can be done by choosing the Backward-compatiblity option while installing SPS2003. the sps2001 had the folder level security plus many other functionalities that we might need to have in SPS2003 such as complex document routing and approval, minor-level version number, multiple document profile, etc...and it can be installed if you need it using the option i mentioned above.
 
Do you have a document of how to install in Backward-compatiblity mode ?
