Right-click in Explorer doesn't work

When trying to set folder permissions in Explorer, right-clicking on a folder and then clicking either Properties or Share doesn't work (whereas Open or Create Shortcut do, for instance). Thus I can't set folder permissions before setting up the share.

How can I enable these Explorer functions?

After installing Service Pack 2 on W2k when right clicking no properties Windows coming up.

Check in Services if the
World Wide Web Publishing Service is "starting", - meaning it still tries to start up. Set option to manual start and reboot.
