Depends on how its failing? Usually plugging it into a desktop computer via an adapter, and running a recovery app such as GetDataback would be the first step.
However this only works if the drive s still being at the very least picked up by Windows Disk Management.
If the drive is not being picked up, by anything then a Recovery Service would be the best option.
Then there are other options depending on what kind of failure it has.

When you say "failing hard drive" what exactly do you mean? Noise? Inaccessible? This is important to know. Please keep in mind that the less you use the drive, the better. If it's possible to get an image off it that would be the best course, then you can work with the image.
Without knowing what you mean by "failing" it's difficult to give specific advice.
When a HD is stil working but not being picktup by Windows you can try a small program to regenerate de HD. It is HD regenerator and this is a low level rapair program for HD's. I have used it several times with succes. After you run this program on de failing HD it wil run like before. You can read more and download it from the creators website.
