retreive outside data in a trigger or procedure

This is an odd request... I have a friend who asked if there was a way to pull data from a web page from within a trigger or stored procedure using a 'get' type of command and specifying a URL.

It sounded pretty odd to me... and very unlikely, but what the heck, there are a lot of folks with more experience than me here. So I thought I'd ask.

My thoughts are if an Oracle trigger or procedure can call an external program, the external program could retrieve the data somehow.

I forgot to add this: Can I make a procedure in Java, call it from the trigger, and have the java procedure do what-ever web page crawling is necessary?

You may also use UTL_HTTP package.
