I can't speak specifically to 4.6, but there are a few controls you can exert on BBs. For one thing, you can limit the database's size, which implicitly restricts the size of uploads. Another trick I employed on one particular job was to use two databases, one for the postings everyone read, and one for the new submissions. This allowed the BB manager to review postings before they were put up for everyone. Even if you want instant access to the posted messages, you can still use this setup, you just won't delay them for review. A third trick which I was in the process of developing when the client ran out of money *sigh* is to create an agent that checks attachments on new documents for you. The formula command @AttachmentLengths handles this function quite nicely.
