Restricting a single user account?

I was asked to restrict a single users account on our network to only email and web...I've never had to lock down a single user like that before without having a firewall in between the pc and the network. Does anybody have any good ideas or easy ways to do that? It's a windows 2000 AD network btw.

what do you eman email and web, aloow to use web and email, or block form using it?

You can applay group policy and add the user account to created group .

Very easy. Yes, create an Organizational Unit, then add a new Policy to it by right clicking on the OU > properties. As you edit the new policy, go to User Configuration > Administrative Template > System > Run Only Allowed Windows Application. Enable it and create the list of apps this user is OK to use.
