Restricted warning but only on manual transfer to outside line

Strange thing is happening. I have a PRI on a MICS and and the set 221 filter for set and line on ext 221 is set for 01. It has deny 0,011,411,976,1900,1010. When a call comes in and I press TRANSFER 9 then dial the a local 7 or 10 digit number the call says restricted but if it s a longdistance number were I have to dial a 1 the call will transfer. I checked to make sure the ROUTE and DEST are set up and they are. I can;t figure out why a local call would be blocked.

When I change the filter to 00 the calls go out local or long distance with no problem.

P.S. With the Filter at 01 I can dial a local call with no problem it is only when I try to TRANSFER a call.

I think I found out the problem. The PUBLIC DIALING PLAN DEFAULT was set for 11 and not 10 so until the line actually started to ring at the CO the call would not trnasfer. We are starting 10 digit dialing soon here so that may be why.
