Restricted Package

I'm trying to set the DITI prompt in NET_DATA but I can't set it because it doesn't appear! From other threads PKG 131 needs to be there, however this is what I'm seeing:

REQ prt
TYPE pkg 131
SUPP PKG 131 IS RESTRICTED

Does this mean that 131 is not there or that it needs to be "enabled"? I do get the prompt on other 11C's of the same software release level.

The DITI prompt may in fact not be associated with this PKG as I see it in other PBX's using the same software. Any idea how to get it to appear?
