Restrict Internet Access in increments less then 1 hour??

I am trying to setup ISA Server 2000 to restrict internet access between 08:00 and 12:30 and then from 14:00 to 17:30. The problem I have is that ISA Server only allows the restrictions to occur on the hour and in 1 hour increments.

Is there a way around this with the addition of an add-on solution or alternatively, can anyone recommend how I might go about achieving this?

Any help would be greatly appreciated.

I can recommend a product called websense; it's not real cheap, but it worked great for me.

I used it to allow certain OU's access to the internet certain times of the day. I could also block or allow certain websites that I define, and alter predefined categories (such as news websites, etc)

I even added quota's for some categories (they can surf news websites for 1 hour a day, things like that)

It doesn't actually install on the ISA server, it intercepts packets that are headed that direction, so you'll need another server too. It made a huge difference where I work.
