restrict incoming calls at an extension 1

How can I restrict extension 297 from receiving inbound calls, but let it make outbound?

Give it a COR with called party restriction set to something other than none.

The choices are: Termination - Can't recieve any calls
Public: Attendant originated & transferred from Attendant calls allowed
Inward: I believe calsl form othe locals only - not sure on this one
Manual: Attendant calls only

Alternatively you make the extension Client room COS & use the options in Toll allow & toll deny to do it.
 
You might try setting up a COR like this.
