Restrict calls with location and ARS

Hi all,

I am running Avaya IP Office 9.1 and am serving four different locations from one IP Office instance.

I created a Location for each IP subnet.
I created an ARS for dialing short codes.
I assigned the correct ARS for each location. This allows the dial out codes to include the correct 'from' number for 911 purposes.
All that works fine.

Now I want to restrict a particular user from dialing anything other than local extensions.

No matter what I put in User Rights or the user's Short Codes it uses the ARS rule to dial out.

Is there a way to set this up to restrict a given user/extension?
And in what order are the rules processed? It appears the Location/ARS trumps everything.
 
create a user short code that tells them which ars to use
 
You can create a 9N/barred(provided you use 9 to dial out) user shortcode for that user to not allow them to dial out as user shortcodes override system shortcodes. However, you still need to account for 911 if you are from Merica.

The truth is just an excuse for lack of imagination.
 
I figured it out.

I can't have the user in *any* User Rights group or it uses the ARS rules.

I removed the user from the User Rights group and then just applied all the necessary short codes to the user.
