Restrict Calls to two extensions

I have a request to put a phone in a breakroom that will only allow callers ro call 1 internal extension and 911. Does anyone know how I would go about setting this up???

That seems to work, however I can still dial 9 to get out. I want to restrict to only 911
 
Sorry. On the ars analysis analysis page for 911 set frl to 0. On the outgoing trunk forms raise the frl to 1 then only internal and 911 will happpen.
