Restrict calls on Norstar phone.

We need to restrict all call out on a certain phone, but need the manager to be able to make the calls using a password. We want this restriction to be in effect at all times. Is there any easy way to do this than what is listed in faq799-2995? I have never messed with this service except to change names on extensions, So any help will be appreciated. The system is a M7310.
