I would like to restrict extension 8989 so that only 10 inhouse extensions call it (8989). Is there a way to do this?

I think the only way to do that, is to only tell those 10 people the number.

give those 10 stations a hot dial or a speed call list,, make that ext a 7 digit number..

if you want to burn a post on a trunk card, you could auto term that trunk to a station. users would have to dial 9+xxx, you could either tgar or ncos users off of that rdb.

how bad do you need that? several work arounds but your building a rats nest.. most of the time when a user needs that, you set it up and an hour later, they change there mind.

are the 10 phones digital? that might make it eaiser

Look into the SAR feature in LD 88 and the Secretary/Boss feature. I think you can do it with does two features.
