Restrict access to page by IP?

I am trying to restrict access to either folders or specific files in MOSS.

In IIS there is a way to restrict content at any "file tree" level, meaning I can say this folder is only accessible by IP x.x.x.x or that ip x.x.x.x is not allowed to access this specific page.

Is there a similar way to block content in Sharepoint? I have tried every combination of words with google, and dug through several books.

I would expect that you want to be looking at using Group permissions to restrict access to sites. As for specific content, it would make sense that you could use the group permissions as well or depending on where the data is can you use NTFS permissions?
