Restore IS on exchange 5.5 SP4

I did an offline restore. All public folders are available. The problem is only some of the mailboxes are accessible. On the mailboxes that are not accessible I get "The object cannot be found in the directory. This may be because replication has not completed. ID no: c1010aae"

Any ideas? Please...

Did you run a Consistency Adjuster? (Highlight the server name in Exchange Admin - goto the properties, then the advanced tab). Select both boxes for Private Information Store (PFs too, if you want those). Then, under Filter choose 0 (zero) days. Then hit OK about 4 times. - Rick

I've tried that a number of times. I have done eseutil /r and isinteg -patch successfully. I have also updated the the directory service.
