restart problem

i've got a toshiba satellite pro 490xcdt laptop with win98 SE running on it.
Whenever i try to restart the computer it just goes off and doesn't come back on although the ON light is on. If i press the power button to turn it off manually it still doesn't go off and if i press reset it doesn't reset.
After about 20 seconds it goes off. When i then start the computer Scandisk or nothing comes on.

Could be a BIOS problem, i.e the BIOS isn't telling the machine to come back up correctly after the restart command is issued.

Try downloading the latest BIOS and see what happens.
