Restart pc on loss of connection???

I have an issue/ question I would like some opinions with. I have an application running on a remote pc showing graph information getting pulled from an INSQL DB. Upon loss of power the pc restarts and displays the page showing the graph information. But when the CF server goes down the PC just shows a faulted page. Is there any app or does anyone know how to restart the pc on loss of connectivity to the CF server. I do not know how to to C++ or anything of that nature i did see some C++ code on pinging an IP address which is kind of along the lines I was thinking. Possibly ping the server of my choice and if it is not there restart pc.
