Restart instead of shutdown problem 1

I have an Pentium II 233 Mhz ACER computer. When I shut it down the PC wont turn off instead it restarts back again.
Do I have a problem in CMOS settings? or Software/Windows problem? I tried to reformat it and reinstall windows. The problem is still there.

You most likely have the plugs on the mother board switched around open up your computer and check it out

Not sure what the "plugs" are that were referred to above..

If you are running Win98SE, it is well known for its shutdown problems..
