Resource pool in Project - how??? 2

I want to do something very simple (I think) and basic to Project but it's not letting me.

I want to create a central resource pool which would be shared across projects. This pool would list employees and their specialities (technology, research, evaluation, etc). Projects would be attached to this pool. My vision is to have a separate file for this pool, into which updates would be added as appropriate. Sound reasonable? I thought so.

But when I try to implement this simple concept, mysterious things happen, such as the file contents disappearing on exit, the attached files' resource sheets not being updated, files turning into "read-only." It drives me crazy - help!!! Thanks in advance.
 
I've never heard before of any of those things happening.

Let's review the standard process. It's as easy as 1, 2, 3. (4, 5, 6, ...)

1. Open a new, blank project.
2. View | Resource Sheet.
3. Enter resource data.
4. Save Resource Pool file and keep it open.

5. Open a project (new or existing)
6. Enter task information.
7. Tools | Resources | Share resources
8. Click on the radio button "Use resources" and choose the open Resource Pool
9. Assign resources
10. Save project file.

Some people have experienced significant performance issues when multiple projects using the resource pool are opened simultaneously. Others never experience the slowdown. YMMV
