Resolution in terms of viewing a page is not a function of a web site but rather a function controlled by the user. For example, my screen is set to 800x600 resolution but your screen may be set to 1024x768. There is no reliable way to change the users screen resolution, although I've heard it can be done.
Now, if your talking about a background image you have on your page that appears to be blurred or otherwise out of focus then you can try to sharpen it with software like Adobe Photoshop or Paint Shop Pro. The amount of "sharpening" will depend on a variety of factors but from experience, you won't be able to take a fuzzy image and make it crystal clear without distorting the entire image. At best, you'll be able to "clean it up" a bit.
