Resizing Group to Proportional Scale 1

I am using CS2 on Windows and have a group of elements in a circle logo. They include a starburst and drop shadowed text. When I try to scale the group down, even while holding the shift key, the starburst and outline strokes remain the same and the logo appears crowed. How can I keep this in proportion?

In the scale dialog box, or in the preferences dialog, make sure to check the item "Scale Strokes and Effects". Then try again.
