resizing drive partitions

I have a windows 2k server that is setup as a small webserver the hard disk has 2 partitions c: and e:
c: is almost full 400mb free of 12 gigs and e has 28 gigs free. Is there a safe way to repartition the drive without taking the server down? (It also runs our mdaemon mail) so If I take it down no one will get their email

I would like to make the c: about 20 gigs
 
It depends on how your disk is configured. If you have a dynamic disk, you can simply go into Disk Manager and right click on the drive you want to extend and select 'Extend volume' (or something similar to that). If you have a basic disk you will need to upgrade it to dynamic, and then (this is the way I had to do it last night) delete and then recreate the partition you want to extend. The whole procedure took me about 15 minutes.
There may be an easier way using something like Partition Magic but I have not used that package.

I have partition magic but from what I understand it doesn't work on win server, you have to use something called volume manager 2.o which allows you to resize and what not without restarting the server pretty interesting and pretty spendy
