Reset Passwords

I have a tech that all I want them to be able to do is reset passwords for the users in my domain. He is extremely new to computers so I'm terrified to give him domain admin rights. I have read that the built-in account operators group has this ability. I have assigned him to that group but how does he get the interface up to change or reset passwords without being able to log onto the DC?
I tried installing the MMC snap in to a workstation but that didn't work. I have also read through several old threads to find an answer but couldn't locate one. Please Help.

What about it did nto work. Did you create a custom MMC snap in for him to use?
