Reset Modular Messaging 3.1 user passwords without admin rights

I work at a help desk and we are trying to figure out if there is a way to change Avaya Modular Messaging 3.1 passwords for users without having admin rights to the server or Active Directory. Currently we have 3 employees in the company that have the capability to reset passwords, but they are not always available.

Is there a separate module or web client that is used for just resetting passwords. Thank you for your assistance.
 
Sure - they can create a login on the MSS (if that's your message store) that will give you reset capability only...

Thank you so much for the quick response. I have been informed that we do not use MSS. It sounds like they reset the voice mail passwords in Active Directory.
