Reserve bandwidth for connection

Is there any way to get a router to reserve a certain amount of bandwidth for a certain connection/port? What I'm trying to do is ensure that incoming IPsec connections have enough bandwidth.. so if someone connects with IPSec they'll always have at least x kbps avaialble reguardless of what else is going on the connection. We have a small fract T1 which is easily 100% taken up during file downloads & slowing the VPN user's connections down to a crawl.
