Is it possible to keep all sections (header 1, header 2, footer 1) together on one page? Together these make a unit and my report has 2 to 3 per page. It hurts readability if header 1 and 2 are on one page, and footer 1 is on the next.

This depends on many things, the first thing you should do is turn off all of the keep togethers in the group sections (right click the section and select format section or section expert), then right click each group and select change group and make sure they don't have keep group together turned on.

I moved everything into header 1 and 2 and took the check out of Keep Together. It helped but really still does not work. Header 1 and header 2 are separated on a number of pages. Is there anything else?
 
Actually, I think you want to go to the group expert and check "keep group together" for the Group #1.
