The IDE is currently available only as part of Visual Studio .NET, which is something I am loath to distribute to power users, who currently have extensive experience with the Crystal Reports IDE.
A self-contained designer, which doesn't require VS.NET to run, will be available with the next version of SQL.
There are a couple of third-party designers available, but $$$$$$$$ (finance-speak for "pricey").

We currently have a number of non-IT users who have Crystal Reports installed locally. They are responsible for the design and distribution of their Crystal Reports documents, not MIS. I think MS missed that audience when they first came out with SSRS.
