Report Sorting and Grouping Issue

I have a report that I am having difficulty getting to sort the way it is needed. I am suspicious that I need some VB help.

I have a report that I need sorted by the column Payment Due except in the case that a person is listed in the report twice. If the person is listed twice, the names need to appear consecutively overriding temporarily the sort order. However, all other records must remain sorted by Payment Due.

Is there a formula I can write in Order By to make this behave?

Try Adding a grouping by name but do not sort by that grouping.
I am not sure if that will work but give it a try.

If I add a group section through Sorting and Grouping it requires a sort.

Any other ideas?

You could add a field to your query of the person's maximum payment due. Then in your report sort by max payment due, then by person.
