Report displaying wrong page headers?

I have 3 different page headers for my report. Let's say Page header a, page header b and page header c. I have a subreport in my report for which page header b is displayed. If there are no records in the subreport it is supressed and the next page needs to display page header c. But what's happening right now is that if subreport is supressed the report displays the subreport page header b on the next page instead os displaying page header c. How to overcome this problem?

subreport is in my group footer #4 and is set to new page before. I am using Crystal Version 10.
 
Since the page header fires BEFORE the subreport does, I think that you'd need to prefire the subreport to test for data prior to the page header.

This assumes that you are conditionally displaying the page headers.

Another approach would be to use a faux group in the subreport as the page header, as in:
