Replication of this glowing light effect 2

I took a photo in the dark of my cats and got this crazy glowing crossbar effect over one of their eyes by accident but it actually looks kinda cool and wondered if someone could help me replicate it with photoshop. pic below

Try this. On a new layer put a blue/green spot over each eye using a soft edge brush. go to FILTER-BLUR-MOTION BLUR. Adjust thr angle of the blur to suit the required direction of the streaks. Adjust the Distance setting. Don't try to get the full length in one go otherwise the blur will disappear. After the first blur, duplicate the channel and merge the two. this will add intensity. Repeat the motion blur this time increasing the distance. Repeat until you get it right. Set the layer blending to linear dodge ( experiment with other modes ). Add white spots over the eyes on a new layer if needed. You may want to lighten along the centre of each streak. This can be done with the dodge tool.
