Repeated 'enter network password' message -Outlook 2003 on new email

I get a repeated "Enter Network Password" (incoming server) message after I've created a new email account in Outlook 2003. I'm familiar with this process and have verified all Pop3 and Smtp info to be correct. I have even deleted the registry key that saves passwords to regenerate the password as found as a solution in other technical advice areas. I'm looking for suggestions.
 
Well, I'd start with the simple ones. Is the checkbox that says "remember my password" checked under the mail account properties (not the pop-up message prompting for the password, but the main properties window for the email account)?

Have you made sure the email address format is correct? Some servers require the full address:
myname@emaildomain.com

Others just require the first part:
myname

1. I insure the 'remember this password' box in the email account set-up is checked.
2. I've tried the full email address and the short and get teh same result with both.
Any other ideas?
 
Have you logged in online instead of via Outlook to make sure that you have the user name/password combination correct?

Have you verified the POP3 address with your mail provider, and made sure the security settings for your incoming mail from their server are correct?

Yes, when I access Outlook webmail, it works fine. Also I have verified the pop3 security settings with the administrator and all is fine there also.
 
Have you ever access other user's mailbox using OWA?
 
No, I haven't tried to access other users's mailbox in OWA. I would need their password and if I could, what would that indicate?
 
I had similar problem with two supervisors, they had to access their employees' mailboxes using their login name.

After they did that in OWA, those supervisors couldn't access their mailboxes, they had to enter the username & password many times. But this was happened with Exchange (not pop/smtp). To resolve they had to open their account in owa with complete path and enter their username and password.
