removing licenses from terminal server license manager 1

I've got a win2000 server with terminal licenses , my problem is that one client takes up 3 licenses and causes me a shortage on licenses for the other clients.
How can i remove 2 licenses for that client ?
I've tried it with removing the terminal client , but it stays the same.
 
Win2K Terminal Connections like to munch CALs permanently. This is by design. I pasted in a piece below from TechNet that tells how to release them if they're all taken. There is also a post-service-pack-2 patch that suppossedly resolves the munching of further CALs on TechNet. If you post your e-mail address I can send it to you. When I do an install, I also take the further precaution of backing up the 'LSERVER' directory on the license server. That is where TSCAL database resides.

To resolve this problem, customers need to contact the Microsoft Registration Authority and Clearinghouse. To contact the Registration Authority and Clearinghouse, call 1-888-571-2048 (in the United States). To contact the Registration Authority and Clearinghouse outside of the United States, obtain the phone number by country. To do this:

Start the Terminal Services Licensing tool.

Right-click you License server, and then click Properties .

Click Connection Method , and then click Set to Telephone .

Select the appropriate country, and then click OK.

On the Action menu, click Install Licenses , and then click Next .

Call the appropriate Customer Service Center using the telephone number displayed.

Click Cancel to close the Terminal Services Licensing tool.
