Removing Group Policies

I set a my Group Policy to deny a program from being run, Don't run specified Windows applications. Well, now I need to re-enable that program for use. When I remove the filenames from the list and set it to Not Configured or Disabled I still receive an error:

"This operation has been cancelled due to restrictions in effect on this computer."

There are no domain policies restricting because I can use the program on another pc. I've also set this restriction on another pc and then re-enabled it and it worked. That is why I am stuck on this one.

No ideas? Is more info needed?
 
Is/was the policy applied to a computer or user account?

May just need a simple refresh.
 
To immediately impose GPO settings upon a target workstation:
Computer:
SECEDIT /REFRESHPOLICY MACHINE_POLICY /ENFORCE
User:
SECEDIT /REFRESHPOLICY USER_POLICY /ENFORCE
