If it's AD integrated, you still need to wait to make sure all records are replicated to the new DNS servers before removing DNS from the legacy boxes.

You then need to update DHCP to point to the new DNS servers.

You then need to reconfigure all resources (servers, printers, etc) that have the DNS servers statically assigned.

FSMO roles really have nothing to do with this.
Configure your new DNS servers the same as the old - forwarders, etc.

It's pretty simple.

True. Though you do not have to transfer FSMO roles as part of the moving of the DNS serverices, you WILL still need to transfer the FSMO roles to the 2008 servers before you demote/decomm the 2003 boxes.

You also need to ensure that the 2008 DNS servers are using the same forwarders, etc that the 2003 servers were before removing the old servers.
