Remove Windows Explorer using GP

Can Windows Explorer be removed from Start\Programs\Accessories using Group policy ?

I have a policy to stop users accessing the C: but when they click on windows explorer in accessories it gives them a message saying this is recrited.
 
I don't think there is a way to remove the icon using GP. What about applying the hide drives option as well as restrict drives then they will not see the C: drive to click it.
 
You could set up a custom start menu which is applied to users when the log on. This allows you to specify exactly which shortcuts a user will see. This can be done through the group policy user configuration->windows settings->folder redirection->Start Menu or alternatively you can create a new profile containing the custom start menu.
