I have a new Win2003 server that i just joined to our domain. The server has crashed and I lost all data on hard drive. Question: Do I need to remove server from forest and if so how?
I found information on how to remove a domain controller but it assumes I can access the domain controller.

You mean running NTDSUTIL from a differen dc?

yes. google removing a dc with ntdsutil. microsoft has a how-to as well as other posts. if the new server held any FSMO roles, you will need to seize them.
