I would like to have a remote system (connected via pri) utilize legend loop start trunks for some outbound calls. What parameters do I have to fill out?

Actually, I think I have had mostly the right setup. A little elaboration. All calls are going out through the merlin's pri into an asterisk system (restrictions are handled here based on legend extension's 4-digit cid). These will be routed via Voip. If a path can't be made or the network is down, I would like to route the call back into the merlin (using a second b channel) and out a loop start trunk (in this case pool 890).
I'm not sure how to dial the call. If asterisk places the returning call on the pri as 89085557777 does the legend know to grab the trunk then dial 85557777 as dtmf? (8 is for our centrex)
I have also tried setting up an ars table entry (inserting the '8') so dialing 95557777 by hand works but I have yet to get out from the pri - but I think I may have had 'Remote Access' set on for the pri trunks when I tried this as I was hacking around.
Any suggestions?
