Remote phone can't access hunt group messages visual vm

R11.0.4, centralized voicemail. We are adding many remote 9608 phones due to COVID19, I have a particular user that is working remotely the can see all her hunt group mailboxes, but they don't show the message count next to them. She can click on the mailbox to open it, but you can't click on the message. I have a test remote phone in my office and I have verified this. 1 message in the mailbox and nothing happens when you click on it. We had issues earlier with other users, but turning off direct media path on the SCN lines fixed the issue. I have deleted the user and re-added her. Restarted VMPro services and rebooted the IPO. Nothing works. These mailboxes work perfectly in the office. Direct media path is not enabled on the remote extensions either. Any ideas?
 
do you have duplicate extensions (as in h.323 or SIP extensions not users) one for remote and one for local?

No, all are unique extensions, most are using generic extensions for the remote phones and hot desking. We have hard coded some of the remote extensions and temporarily renumbered their in office extension. But the test phone I use is hard coded.
