Well if you have shut down your terminal server how you wilL you login to it using RDP thats my question?....
You need to physicaly start the server from the site. Alternatively if you have ILO or any other hardware tool you can use virtual power option to physicaly power up your server remotely.
And then once server comes up you can loggin to it using RDP.
