XMI000 40 : XNET cLAN polling failure on port 0

1st time last Monday 10/25- logged in to switch (in Tucson-I am in Phoenix))disabled loops and then re-enabled came right back up.
2nd time the next day10/26. Would not come back up had to go down and power the cabinet down completely. Also we had the fiber tested between the 2 building in Tucson. We have a Opt 81 in the main building and the remote IPE across the street.
Worked until Monday 11/1 Same thing happened.
Someone else went on site and had to shut everything down to get it to come back up.
Today it is back down again. Last time we changed the controller cards and rolled network cards does not seem to make a difference. Could it be the Power Monitor card? By the time I get logged in the switch all I see are the above error codes every 2 seconds.
Any thoughts?
