Remote IP Office Dialing off Aura via Session Manager

We have a customer who has a remote IP Office which has no trunking. This site connects back to their environment via Session Manager. The global dialing and everything works great. Calling in and out works good. There was a Nortel Option 81, which we allowed the IP Office to dial off, via some access codes, which used the RDB access code. They have since closed this office with the 81. I am not trying to have the IP Office dial off the Aura system. If I can't I will simply voice network this location to another, and dial off that locations PRIs. But I am hoping I can build access codes in the Aura/SM to allow other sites to leverage PSTN dial tone as needed. I do have an access code say 3333 which allows us to dial out the same as 9. But even with dialing rules in the Routing table and the proper entities, but I can't seem to pull this off. If someone has had some experience or knowledge in this, would be great. Would even pay for assistance as this has become an issue for this customer.

IP Offices is RLS 9.1
Aura is 7.0.1
System and Session Manager are 7.0
 
Shouldn't be too tough.
You could more easily do it with location or domain based routing.

Say IPOs trunk to SM had domain pstn.noxon.com and SM had a match for *@pstn.noxon.com to pitch to CM

And say CM had a sig/trunk group with far end domain pstn.noxon.com

Then IPO pitches to SM, which goes to CM or whatever other system you have that's got public trunks.
