I have a R7 with vms small pc card
i have setup everything including call forward
My problem is that if on ext 10 i set call forward F11 10 80
and the button is on
when the incoming outside call comes in both lines L1 & L2 lights up but the coller hears busy signal

I tried to localy intercom to extention 10 with forward and that work as l1 dials my cell without a problem .

What could it be ?

Can you dial your cell phone from line 2? If the call comes in on line 1, it will go out on line 2. If you intercom the extension from another extension, the call will go out on line 1.

Like TTT said, you need a free line to remote call forward. Consider it like a conference call.

Have you tried putting line 1 on hold to force the call to go out on Line 2 and then intercomm to ext 10 to see if it works that way?

Swap the cords that feed the telephone line from the telephone company between line one and line 2 ports on your system. Try it again, that will ensure, if it still works as it did , that it is not the telephone line itself.

Also, check the line coverage ext for both lines, the ext trying to forward the call to your cell must be the call coverage ext for that line. To check

01 (for line number)
10 (for ext to cover line.)

02 (for line two)
10 (for ext to cover line)

Feture 00 to exit program mode
then try it again.

You do not always get what you pay for, but you never get what you do not pay for.
