Remote desktops problem

I am having a weird issue with one my server. My windows 2003 stand alone server died. Reloaded the server and restore everything from the backup. Remote desktop was working fine and all of sudden it stopped working. I can ping the server, can use third party tool like proxy master to connect to the server but can not use remote desktop. Basically gives me remote connection might not be enable message. I checked everything in the registry for the remote desktop connection and everything seem to fine.
When I start terminal services manager from this server it has Down (65536) instead of RDP-Tcp (listener). When I scan the port on this server 3389 is not listed. Please help.
 
Thank you for your input. I looked at that article before but I already have the correct registry key. When I scan ports on my server 3389 is not listed. Is there a way to open 3389 manually. Please help. Thanks.
 
The licensing server is running on one of my domain controller. I went ahead and deleted the MS licensing key from the registry but still having an issue. Thanks,
