Remote access service

For some reason I cannot start the remote access server.
I am trying to setup a vpn, but the service routing and remote access will not start.

Event ID 7024
The routing and remote access service has terminated with service specific error 499(0x1F3)

Any Ideas?

This is for 2000, but I'd try it with 2003 as well:
