Remote Access Server not answering

I have a RAS server that was setup by a previous IT person. I use for VPN and do remote admin on the network. Its been working fine until recently. For no apparent reason it stopped answering incoming connections. I can't connect to it or even get reply when pinging our external IP address. Regular Internet traffic on the network is working fine and our website that is hosted behind the RAS is viewable as well.
The only thing that has changed is two weeks ago we switched Internet providers and were given a new static IP. However, the switch to the new IP went fine and I have been able to remote in regularly since then. All I can think of is that some address or certificate expired somewhere, but I have not idea where to start looking.
 
UPDATE
After 3 days of not being able to connect I can now log in via VPN. I still can't ping the IP which seems strange. Nothing has changed other than I logged directly into the RAS machine and looked around at the settings. Even after I did that yesterday I was not able to connect. It just started working today?!?
