Remote-Access Extension Question

If I issue the change remote-access command and it says that is an invalid entry, does that mean the remote access has been permamnently diabled and I need to have Avaya enable it again. Is there a comannd to confirm that it is disbaled or is the fact it says the command is invalid proof enough of this?

Avaya charges $ 600 to enable it
If it is not there, then it has been permanently disabled

Off topic, but does anyone know how to go about getting remote access to an LSP site to test local dialing rules? Remote access does not appear to be related to tenant for example.
