Remote Access - Assign Static IP

I am using Windows 2000 Advanced Server. This server is setup as the domain controller. I have vpn setup, and it is working fine when clients get the dhcp ip that is assigned to them. However, when trying to connect and specify their own ip address they get an error 735: ip address rejected by server. Are there any settings on the Routing and Remote access server that may need to be changed? I can get it to assign an ip based upon user name, but we want them to be able to specify from their location.
