Remote 3rd Party SIP 2

hi
have a an IP 500 V2 on 11.1, has essential edition and preferred installed.
have setup 10 x remote users to regioster 3rd party sip endpoints, first 4 allow you to apply remote worker setting but then get a pop up to say no more than 4 without preferred when attempting to configure a 5th.
having read on here it looks like you also need either power user or teleworker. Have added a power user licence to a user, tick remote worker but pop still comes up so at a loss
have done standard processes, so set power user, saved config and then re pulled to set remote worker on user - but same message.

any ideas?

Untick ALL the 'remote worker' tick boxes.
Then on ONE user, enable power user and 'remote worker'

Then enable 'remote worker' on the four last users.
